Airport buses serve Mito and Ishioka. For Tsukuba, take the Ishioka bus, JR to Tsuchiura, then a city bus. For Ueno in Tokyo, change to the JR Joban Line at Ishioka. Direct buses to Tokyo and Tsukuba are suspended. The airport has no station: allow time for the bus-to-train connection.

The time required after boarding is separate from immigration, baggage collection, customs, and waiting for the bus. After revision on March 14, 2026, JR fares were added based on paper basic-fare tickets and ordinary-class seats. IC fares may vary by a few yen and green cars require an additional fee.

Including transfers and waiting, it takes longer than the on-board journey time shown in the table. From the time you get on the airport bus, if you allow 10 to 15 minutes to get off, ticket, and move to the platform at Ishioka, and 10 to 45 minutes to wait for the next train, you can expect about 2 hours 15 minutes to 3 hours 20 minutes for the Ueno local train route and about 1 hour 40 minutes to 2 hours 40 minutes for the Tokiwa route. For Tsukuba, plan on adding 30 to 90 minutes for transfers at two stations and waiting for trains and city buses, so about 1 hour 40 minutes to 3 hours.

Order of boarding the bus at the arrival hall
- After completing immigration, baggage pickup, and customs, exit the terminal.
- Follow the official airport instructions to the bus stop on the left. Stop 1 serves Ishioka and stop 2 serves Mito. On the right is the taxi stand.
- For Mito, distinguish the expressway bus to the south exit from the ordinary-road route to the north exit. For Ishioka, look for 石岡駅.
- The operating bus routes described here do not require reservations. Prepare cash or a transport IC card with sufficient balance, and follow the on-board instructions for numbered tickets, boarding/deboarding tags, and postpaid payments.
- Follow the driver's instructions to load your luggage, and check your valuables and suitcase again before getting off. After getting off at the station, there is a separate trip to the accommodation.

Even if you see signs for No. 3 to Tokyo or No. 4 to Tsukuba, it does not mean that they are currently in operation. Buttons for purchasing tickets for the two routes that are suspended are not provided.
Payment and baggage vary depending on the bus type
Cash, Suica, PASMO, and other supported transport IC cards can be used for the Mito Expressway Bus and Ishioka. Credit card touch/QR payment for Mito is a condition for Ibaraki Transportation services, and should not be applied to Kanto Railway services. Ibaraki Kotsu buses do not provide in-vehicle charging.
Kanto Railway’s Mito express buses allow one suitcase-sized piece of luggage per person to be stored in the trunk. Please carry valuables and fragile items with you. Do not assume that the Ishioka-bound and Tsukuba city buses have the same trunk. If you have multiple suitcases or large luggage, please contact the operator first.
Ibaraki Transportation advises you to manage the power bank with you on the bus rather than putting it in the trunk.

Mito Station: Check first whether your accommodation is south or north
Mito Station · 水戸駅. Buses via the highway stop on the south side. It costs 1,500 yen, about 40 minutes, and if you stay at a hotel in the south, you can get off and walk without having to transfer to the train.
For hotels in the north, please compare buses via public roads (1,190 yen, approximately 70 to 90 minutes). If you arrive on the express bus, you must use the north-south passageway of the station to move to the other side.
- Check the route and drop-off direction at airport number 2 and board.
- Get off at the South or North stop and pack your luggage. South 4 and North 6 are the bus stop numbers for returning to the airport, and should not be assumed based on the arrival and drop-off numbers.
- After comparing the accommodation address with the station entrance, travel the final section on foot, by city bus, or by taxi. If your accommodation is far from a station, check the distance from the stop to your accommodation separately.

Ishioka Station: Separate bus drop-off and JR entrance
Ishioka Station · 石岡駅. From the airport, take the 680 yen bus to the BRT bus terminal at Ishioka Station. Direct buses take about 30 minutes; buses with intermediate stops take about 33–37 minutes.
The operator's data indicates that the direct demonstration operation will be from May 1 to November 30, 2026, but you must recheck the timetable for the actual use date.
- Get off the bus, pay and check baggage, and follow the directions to JR Ishioka Station.
- Go to the east exit shown on the official station map and take the stairs and elevator to the JR ticket gate on the 2nd floor. After passing through the ticket gate, go down to the platform. Since the train platform is not available immediately after getting off the bus, separate ticket issuance and elevator travel times are required. - For Ueno or Tsuchiura, take an inbound Joban Line train. Trains towards Mito use the outbound direction. Check the train's final stop and prepare your ticket.
- If you are staying at an Ishioka accommodation, you do not need to take the JR train. You can find walking or taxi directions from the drop-off area to the accommodation address.

Tsukuba: Ishioka → Tsuchiura → Tsukuba Center
The route connects three different places: Tsuchiura Station · 土浦駅, Tsukuba Center · つくばセンター and Tsukuba Station · つくば駅. The airport's direct bus to Tsukuba is currently closed.
The bus arrival point described here is Tsukuba Center, near the Tsukuba Express (TX) station.
- Airport No. 1 → Ishioka Station: Bus 680 yen, approximately 30 to 37 minutes.
- Ishioka Station → Tsuchiura Station: JR Joban Line up regular train, paper ticket 350 yen, approximately 14 to 18 minutes.
- From Tsuchiura Station, exit the JR ticket gate and go to platform 3 on the west side. Check your destination to see if you are heading to or passing through Tsukuba Center.
- Take the city bus 570 yen, approximately 25 to 35 minutes and get off at Tsukuba Center. Stopovers and travel times vary for each route.
- If you stay near the center, walk, or if you stay in another neighborhood, take the city bus, TX, or taxi that suits your destination. Don’t assume that you can walk from the station just because the address says “Tsukubashi.”
The total is 680 + 350 + 570 = 1,600 yen. Baggage is transferred between two transfers, and JR and city-bus waits are additional. TX is a railway used to travel to other stations after arriving at Tsukuba Center, and does not reach the airport terminal. Tokyo: Compare by selecting JR Ueno Station as your destination station.
Ueno Station · 上野駅. Airport → Take the Ishioka bus and then take the JR Joban Line upward to Ueno. It's not just a single subway ride from the airport to downtown Tokyo.
- Take the bus bound for Ishioka from Airport No. 1 and get off at the BRT terminal.
- Go to the JR ticket gate and prepare a ticket to Ueno. Local trains do not require additional express tickets.
- Check if the train is bound for Ueno or passes through Ueno. There is also a train that ends at Tsuchiura during the day, so if you take that train, you will need to transfer to the next train from Tsuchiura towards Ueno.
- If you choose Tokiwa, prepare a limited express ticket and seat on a train that has confirmed arrival at Ishioka and Ueno. You should not assume that all Joban Line limited express services stop at Ishioka.
- From JR Ueno Station, take the exit corresponding to the address of your accommodation. Keisei Ueno Station is a different station. Other Tokyo area properties check separately for rail and subway connections after Ueno.
Difference in cost between local train and Tokiwa for the same section
The paper ticket for Ishioka → Ueno is 1,600 yen. Adding the 680-yen airport bus gives a total of 2,280 yen by local train. Tokiwa adds a 1,020-yen advance limited-express ticket, giving a total of 3,300 yen.
If you buy a Tokiwa limited express ticket on board, the price increases to 1,280 yen for up to 100 km. You cannot pass through the JR ticket gate with only a limited express ticket; a separate ticket or support IC fare is required.
Plan for about 85 to 100 minutes for local trains, and add extra waiting time if there is a Tsuchiura transfer. You can plan on spending about 50 to 60 minutes with Tokiwa, but it varies depending on the ride. Official example Tokiwa 84 is Ishioka 21:14 → Ueno 22:06 (52 minutes), and regular 454M is 21:26 → 22:56 (90 minutes).
These are examples of two trains, not guaranteed journey times for every departure.
Tokiwa ordinary-class cars use reserved seating. A ticket without an assigned seat allows use of an empty seat at the same charge, but you must vacate it if its reservation holder arrives. To secure a seat, you must reserve a train and seat.
If you already have a JR TOKYO Wide Pass, you can use it on the Ishioka → Ueno and Ishioka → Tsuchiura JR sections within the official coverage area. Please reserve reserved seats for Tokiwa regular cars within the pass validity period. It should not be considered as including airport buses, Kanto Railway, city buses, and TX.

Last departures and late arrivals at Ibaraki Airport
The airport bus times below are based on the current table applicable until October 24, 2026. After October 25, please use the following application chart on the airport's official page. You must add the arrival and baggage pickup time to the landing time and then choose a bus departure you can reach after leaving arrivals.
- South Mito: Airport 21:05 → Mito 21:45 (via highway), daily. The last stop on the north side of the general road is 16:55 → 18:05 on weekdays and 17:45 → 19:00 on Saturdays, Sundays, and public holidays. If you arrive late at your northern accommodation, plan your final trip separately after getting off on the south side of the station.
- Ishioka: Daily airport 21:00 → station 21:33. Congestion and operation changes are separate.
- Tokyo/Ueno: Ishioka 21:59 → Ueno 23:25 (458M), the last local train to Ueno without transfers 22:25 → 23:53 (460M) was confirmed in the official October table. Even a 26-minute connection after arrival at 21:33 may be missed due to bus delays, ticketing, or waiting for the elevator. Since the 23:09 departure is bound for Abiko, it is not listed as the last train going directly to Ueno. Please also check the end time of the subway and bus to your accommodation after Ueno.
- Tsukuba: Last bus from Tsuchiura west-side stop 3 is 21:00 → Center 21:27 on weekdays, 20:30 → 20:57 on Saturdays, Sundays, and public holidays (table as of April 1, 2026). Airport 21:00 → Ishioka 21:33 The 21:59 train arrives at Tsuchiura 22:13 and the bus service has already ended. On weekdays, if you transfer from the airport at 19:40 → Ishioka at 20:10 to the local train at 20:16 → Tsuchiura at 20:31 (448M), it will take 29 minutes until the city bus at 21:00, but the transfer to Ishioka is only 6 minutes, so there is no room for planning. This train is also late for the last city bus at 20:30 on weekends. A more generous example is the daily Airport 18:20 → Ishioka 18:55, JR 19:48 → Tsuchiura 20:04 (646M) followed by the 21:00 on weekdays or 20:30 on weekends. Even if there is a margin of 53 minutes from Ishioka, 56 minutes on weekdays, and 26 minutes on weekends from Tsuchiura, connection is not guaranteed in case of delay. Please check the accommodation check-in time and the full timetable for the actual date of use.
The Mito timetable identifies its connecting flights, and some departures may adjust to flight arrivals. This does not guarantee waiting for all international arrivals or the last JR connection. Go to the official taxi stand on the right outside the terminal. The latest airport detailed information provides one-way reference prices of approximately 45 minutes/11,000 yen to Mito Station and approximately 30 minutes/6,000 yen to Ishioka Station.
Older ride pages still have lower values, so we've used the latest details. It is not a flat rate, and whether late-night surcharges or toll roads are included is not specified on the details page, so you must ask about the total conditions when arranging a taxi.

The reviewed official sources do not establish a current flat fare or quote for taxis to Tsukuba or Tokyo. In particular, check the fares, tolls, and late-night conditions for long-distance taxis in Tokyo and compare them with hotels.
For reserved vehicles, delay response, deadline, cancellation, and baggage conditions must be confirmed with the company.
Tell your hotel about the delay and confirm its check-in deadline. Save the station-to-hotel route. If stairs or a long walk with luggage are difficult, compare an official taxi. Airport or station overnight waiting is not guaranteed.

When making a JR reservation, select Ishioka as the departure station and Ueno as the arrival station, and check whether the date of use, train, and ticket are included. If you only purchase a limited express ticket, the basic ticket is separate. You cannot use the same reserved seat on the next train that you did not reserve.

How do I get from Ibaraki Airport to Mito Station?
From stop 2 on the left outside the terminal, take a Mito bus. The expressway route reaches Mito Station South Exit in about 40 minutes for 1,500 yen; the ordinary-road route reaches the north side in about 70–90 minutes for 1,190 yen. Reservations are unnecessary. Compare the arrival side with your hotel address.
How do I change trains at Ishioka Station?
Take the 680 yen Ishioka bus from airport stop 1 to Ishioka Station’s BRT terminal. Follow signs to the east exit and use the stairs or lift to the second-floor JR gates. Take the Joban Line towards Ueno/Tsuchiura or the opposite direction towards Mito. Add time for ticketing, the walk to the platform and waiting; the airport has no railway station.
Can I go directly from the airport to Tsukuba?
The direct Tsukuba bus is suspended until further notice in the official information checked on 5 October 2026. Take the airport bus to Ishioka, JR to Tsuchiura, then a city bus from west-side stop 3 to Tsukuba Center. Adult fares total 1,600 yen using a paper JR ticket. The last city-bus departure is 21:00 on weekdays and 20:30 on weekends.
Is there a direct bus from Ibaraki Airport to Tokyo?
Kanto Railway’s information checked on 5 October 2026 lists the direct Tokyo Station bus as suspended since 3 August. Old booking pages do not establish current service. Travel by bus to Ishioka, then take the JR Joban Line to Ueno instead.
Is it necessary to take a limited express train to Tokyo?
No. Local trains from Ishioka to Ueno cost 1,600 yen with a paper ticket, or 2,280 yen including the 680 yen airport bus. Tokiwa adds a 1,020 yen advance limited-express charge, making 3,300 yen. All Tokiwa seats are reserved; a ticket without an assigned seat is not a non-reserved-car ticket and does not guarantee a seat.
Is reservation required for the airport bus?
Operating Mito and Ishioka buses do not require reservations. Check the destination, departure and payment method, then queue at the stop. Full buses may refuse boarding, and waiting for delayed flights is not guaranteed. The suspended Tokyo and Tsukuba direct routes have no purchase links here.
What do I do if my flight is late or I miss the last train?
Through 24 October 2026, the last airport buses are Ishioka 21:00 → 21:33 and Mito South Exit 21:05 → 21:45. The Tsukuba city-bus connection ends earlier. Check the full onward journey. Buses are not all guaranteed to wait for delayed flights; after service ends, ask about an official taxi or nearby accommodation.
