Take a JR Nara train stopping at Inari from Kyoto. The shrine is opposite. Official guidance gives the second stop and about 5 minutes by train, excluding waits, hotel-to-Kyoto travel and the main-shrine walk. Keihan Fushimi-inari is separate.
