Two nights in Mie: Toba return or Iga start

Stay two Ise nights for shrines and aquarium without moving hotels. Visit Toba by Kintetsu on Day 2 and Naiku on Day 3. For the ninja museum first, compare one Uenoshi night before moving to Ise.

Take Iga Railway to Iga-Kambe, then Kintetsu for Ise. Search travel-date transfers. On the final day, choose Naiku only if return to Iseshi leaves enough departure time.
