Tokyo Metropolitan District Pass

The Tokyo Metropolitan District Pass, also called the Tokunai Pass, covers unreserved Ordinary Car seats on designated JR local and rapid trains within Tokyo’s 23 wards for one day. Tokyo Metro and Toei Subway are excluded.

When does this ticket suit your itinerary?

Compare it with individual fares if you will make several journeys between JR stations in central Tokyo. If you will also use the subway, include those separate fares and compare the Tokyo 1-Day Ticket.

Prices and child fares

The table shows official JPY prices, separate from the seller’s price and display currency. Adults are aged 12 or over; children are aged 6–11.

One day of validity

Choose the day you will travel and check the valid date printed on your ticket. This is a one-day ticket.

The ticket remains valid after midnight until the last train. If special all-night services run, validity ends with the last train in the normal timetable.

Covered trains and exclusions

Unreserved Ordinary Car seats on designated JR local and rapid trains within Tokyo · 東京’s 23 wards are included. Check your destination station on the official map. Subways and non-JR private railways require separate fares.

Where to buy

Buy from a JR EAST reserved-seat ticket machine within the coverage area. Choose Tokunai rather than the national Japan Rail Pass or JR TOKYO Wide Pass.

Date changes and refunds

An unused ticket within its validity can have its start date changed once at a supported JR sales location’s ticket office; a Mobile Suica ticket’s date cannot be changed. Refund an unused ticket within its validity at a supported JR ticket office for a JPY 220 fee. For Mobile Suica, request the unused ticket’s refund in the app by 23:45 on its valid day; JPY 220 is deducted. The product rules exclude refunds for train cancellations and delays.

Paper tickets, Suica and Mobile Suica

You can buy a paper ticket or load the ticket onto a supported Suica. Insert the paper ticket at the gate and collect it afterwards; touch Suica on the reader. Mobile Suica sales are adults only and available on the travel day, with no advance purchase. Check that your particular card supports this ticket.

Ticket machines cannot load this product onto a Suica-linked View Card that can carry a commuter pass or a Suica student ID card. JR ticket offices do not sell the ticket. For a travel-agency purchase, the ticket must accompany a travel product visiting the covered area.

JR seats and supplementary tickets

Shinkansen and BRT are excluded. Within the covered JR area, local and rapid Ordinary Car unreserved seats are included; eligible conventional limited expresses, Green Car or reserved seats require the relevant supplementary ticket.

JR boundary stations on the map

The JR map includes Nishi-Ogikubo · 西荻窪, Ukimafunado · 浮間舟渡, Kanamachi · 金町, Koiwa · 小岩, Kasairinkaikoen · 葛西臨海公園 and Kamata · 蒲田 at its edges. A through train beyond the area does not extend the ticket’s coverage.

From purchase to boarding

  1. Check that your stations are on the designated JR lines within Tokyo’s 23 wards.

  2. At a JR EAST reserved-seat ticket machine within the coverage area, choose the Tokunai Pass and your travel date.

  3. Select adult, aged 12 or over, or child, aged 6–11, and check the ticket’s valid date.

  4. Pay separately when changing to the subway or a private railway. A JR-only ticket does not give access through subway gates.
