As of confirmation on October 5, 2026, Kanto Railway’s Tokyo service has been suspended since 3 August 2026, Tsukuba service is suspended until further notice. The time required after boarding is separate from immigration, baggage collection, customs, and waiting for the bus. JR fares are paper tickets and ordinary-class travel after the 14 March 2026 fare revision. IC fares may vary by a few yen and Green Cars require an additional fee.

Total travel takes longer than the table’s times on board. From boarding the airport bus, allow 10–15 minutes at Ishioka for alighting, tickets and the platform, plus 10–45 minutes waiting. An editorial planning range is about 2 hours 15 minutes–3 hours 20 minutes to Ueno by local train, or 1 hour 40 minutes–2 hours 40 minutes via Tokiwa. For Tsukuba, adding 30–90 minutes for two changes and waiting gives about 1 hour 40 minutes–3 hours.

From arrivals to the bus stop

  1. Complete immigration, baggage collection and customs, then leave the terminal.
  2. Turn left to the bus stops: stop 1 for Ishioka, stop 2 for Mito. The taxi rank is on the right.
  3. For Mito, check whether the bus uses the expressway to the station's south side or ordinary roads to its north side. For Ishioka, look for ‘石岡駅’.
  4. These services do not require reservations. Carry cash or a supported transport IC card with enough balance. Follow onboard instructions for numbered tickets, taps at boarding/exit and payment at exit.
  5. Follow the driver for luggage loading. Check bags and valuables before getting off, then make the separate journey from the stop to your hotel.

Signs for stop 3 to Tokyo or stop 4 to Tsukuba do not mean those suspended routes are operating.

Payment and luggage depend on the operator

Mito express buses and Ishioka services accept cash and supported transport IC cards such as Suica and PASMO. Mito contactless credit-card/QR payment applies to Ibaraki Kotsu-operated buses, not automatically to Kanto Railway departures. Ibaraki Kotsu does not offer onboard IC top-ups.

Kanto Railway's Mito express buses accept one suitcase-sized item per passenger in the hold. Keep valuables and fragile items with you. Ishioka buses and Tsukuba city buses do not necessarily have the same hold; ask about large or multiple bags. Ibaraki Kotsu asks passengers to keep power banks with them in the cabin.

Mito Station: Check first whether your accommodation is in the south or north

Mito Station · 水戸駅. Buses via the highway stop on the south side. It costs 1,500 yen, about 40 minutes, and if you stay at a hotel in the south, you can get off and walk without having to transfer to the train.

For hotels in the north, please compare buses via public roads (1,190 yen, approximately 70 to 90 minutes). If you take the express bus, you must use the north-south passageway of the station to move to the other side.

  1. Check the route and drop-off direction at airport number 2 and board.
  2. Get off on the selected side and collect your bags. South bay 4 and north bay 6 are for return buses to the airport; do not treat them as confirmed arrival bays.
  3. After comparing the accommodation address with the station entrance, travel the final section by foot, city bus, or taxi. If your accommodation is far from a station, check the distance from the stop to your accommodation separately.

Ishioka Station: Separate bus drop-off and JR entrance.

Ishioka Station · 石岡駅. From the airport, take the 680 yen bus to the BRT bus terminal at Ishioka Station. Direct buses take about 30 minutes, while services with intermediate stops take about 33–37 minutes.

The operator's data indicates that the direct demonstration operation will be from May 1 to November 30, 2026, but you must recheck the timetable for the actual use date.

  1. Get off the bus, pay and check baggage, and follow the directions to JR Ishioka Station.
  2. Go to the east exit shown on the official station map and take the stairs and elevator to the JR ticket gate on the 2nd floor. After passing through the ticket gate, go down to the platform. Since the train platform is not available immediately after getting off the bus, separate ticket issuance and elevator travel times are required. JR station layout and accessibility guidance.
  3. The train bound for Ueno and Tsuchiura travels up the Joban Line, and the train bound for Mito travels in the opposite direction. Check the train's final stop and prepare your ticket.
  4. If you are staying at an Ishioka accommodation, you do not need to take the JR train. You can find walking or taxi directions from the drop-off area to the accommodation address.

Tsukuba: Ishioka → Tsuchiura → Tsukuba Centre

Tsuchiura Station · 土浦駅, Tsukuba Centre · つくばセンター and Tsukuba Station · つくば駅 are separate places. The airport's direct bus to Tsukuba is currently suspended.

The arrival point we are guiding you to now is Tsukuba Centre around TX Tsukuba Station.

  1. Airport No. 1 → Ishioka Station: Bus 680 yen, approximately 30 to 37 minutes.
  2. Ishioka Station → Tsuchiura Station: JR Joban Line local train towards Tsuchiura, paper ticket 350 yen, approximately 14 to 18 minutes.
  3. Leave Tsuchiura Station’s JR gates and go to west-side bus bay 3. Check your destination to see if you are heading to or passing through Tsukuba Centre.
  4. Take the city bus 570 yen, approximately 25 to 35 minutes and get off at Tsukuba Centre. Stopovers and travel times vary for each route.
  5. If you are staying near the centre, proceed on foot, or if you are staying in another area, take the city bus, TX, or taxi that suits your destination. Don’t assume that you can walk from the station just because the address says “Tsukubashi.”

The adult total is JPY 680 + 350 + 570 = 1,600. Carry bags through both changes; train and bus waiting are extra. TX can provide onward rail travel from Tsukuba Centre, but does not reach the airport. Check onward tickets/fare by destination on the operator’s Tsukuba Station guide.

Tokyo: travel via Ishioka to JR Ueno

Ueno Station · 上野駅: airport → Ishioka bus → JR Joban Line towards Ueno → hotel. This is a bus-and-rail journey, not a direct airport subway.

  1. Take the bus bound for Ishioka from Airport No. 1 and get off at the BRT terminal.
  2. Go to the JR ticket gate and prepare a ticket to Ueno. Local trains do not require additional express tickets.
  3. Check if the train is bound for Ueno or passes through Ueno. There is also a train that ends at Tsuchiura during the day, so if you take that train, you will need to transfer to the next train from Tsuchiura towards Ueno.
  4. If you choose Tokiwa, prepare a limited express ticket and a seat on a train that is confirmed to stop at Ishioka and arrive at Ueno. You should not assume that all Joban Line limited express services stop at Ishioka.
  5. From JR Ueno Station, take the exit corresponding to the address of your accommodation. Keisei Ueno Station is a different station. For other Tokyo hotels, check onward JR/subway connections from Ueno.

Difference in cost between local train and Tokiwa for the same section

The Ishioka–Ueno basic-fare paper ticket costs JPY 1,600. Add the JPY 680 airport bus for a local-train total of JPY 2,280. With a JPY 1,020 advance Tokiwa limited-express ticket as well, the total is JPY 3,300.

If you buy a Tokiwa limited express ticket on board, the price increases to 1,280 yen for up to 100 km. You cannot pass through the JR ticket gate with only a limited express ticket; a separate ticket or support IC fare is required.

Plan for about 85 to 100 minutes for local trains, and add extra waiting time if there is a Tsuchiura transfer. You can plan on spending about 50 to 60 minutes with Tokiwa, but it varies depending on the ride. Official example Tokiwa 84 is Ishioka 21:14 → Ueno 22:06 (52 minutes), and regular 454M is 21:26 → 22:56 (90 minutes).

These are examples for two trains, not guaranteed journey times for every departure.

Tokiwa ordinary cars use all-reserved seating. A seat-unassigned ticket costs the same and permits an empty seat, but you must move if its reservation holder arrives. Reserve the train and seat to secure a specific seat.

If you already have a JR TOKYO Wide Pass, you can use it on the Ishioka → Ueno and Ishioka → Tsuchiura JR sections within the official coverage area. Please reserve reserved seats for Tokiwa regular cars within the pass validity period. It should not be considered to include airport buses, Kanto Railway city buses, and TX.

Dealing with the last train and late arrivals at Ibaraki Airport

Airport-bus times below apply through 24 October 2026. For travel from 25 October, use the next table on the official airport page. Add arrivals procedures and baggage collection before deciding which bus you can reach.

  • South of Mito: Daily Airport 21:05 → Mito 21:45 (via highway). The last stop on the north side of the general road is 16:55 → 18:05 on weekdays and 17:45 → 19:00 on Saturdays, Sundays, and public holidays. For a late arrival at a north-side hotel, add the station-crossing walk or another connection after alighting on the south side.
  • Ishioka: Daily airport 21:00 → station 21:33. Congestion and operation changes are separate.
  • Tokyo/Ueno: Ishioka 21:59 → Ueno 23:25 (458M), the last regular train to Ueno without transfers 22:25 → 23:53 (460M) was confirmed in the official October table. Even a 26-minute connection after arrival at 21:33 may be missed due to bus delays, ticketing, or waiting for the elevator. Since the 23:09 train is bound for Abiko, it is not listed as the last train going directly to Ueno. Please also check the end time of the subway and bus to your accommodation after Ueno.
  • Tsukuba: The last city bus from Tsuchiura west-side bay 3 is 21:00 → Centre 21:27 on weekdays, and 20:30 → 20:57 on Saturdays, Sundays, and public holidays (table as of April 1, 2026). Airport 21:00 → Ishioka 21:33 The 21:59 train arrives at Tsuchiura 22:13 and the bus service has already ended. On weekdays, if you transfer from the airport at 19:40 → Ishioka at 20:10 to the local train at 20:16 → Tsuchiura at 20:31 (448M), it will take 29 minutes until the city bus at 21:00, but the transfer to Ishioka is only 6 minutes, so there is no room for planning. This train is also late for the last city bus at 20:30 on weekends. A more generous example is the daily Airport 18:20 → Ishioka 18:55, JR 19:48 → Tsuchiura 20:04 (646M) followed by the 21:00 on weekdays or 20:30 on weekends. Even if there is a margin of 53 minutes from Ishioka, 56 minutes on weekdays, and 26 minutes on weekends from Tsuchiura, connection is not guaranteed in case of delay. Please check the accommodation check-in time and the full timetable for the actual date of use.

The Mito express-bus timetable shows the flights that its bus departures connect with, and the airport schedule explains that some marked bus departures may leave later depending on the arrival of the aircraft. No policy guaranteeing that every bus waits through immigration or connects with the last JR train was confirmed. Go to the official taxi stand on the right outside the terminal. The latest airport detailed information provides one-way reference prices of approximately 45 minutes/11,000 yen to Mito Station and approximately 30 minutes/JPY 6,000 to Ishioka Station.

Older ride pages still have lower values, so we used the latest details. It is not a flat rate, and whether late-night surcharges or toll roads are included is not specified on the details page, so you must ask about the total conditions when booking a taxi.

No official fixed fare or current estimate to Tsukuba or Tokyo was confirmed. Ask about the total, tolls and night charges before booking a long-distance taxi, and compare nearby lodging.

For reserved vehicles, delay response, deadline, cancellation, and baggage conditions must be confirmed with the company.

Inform the property of your delayed arrival and confirm check-in times. At night, check the walking route and distance by entering the address from the station to your accommodation, and if you feel burdened by the luggage, stairs, and walking distance, you can compare the official taxi on site. When making a JR reservation, select Ishioka as the departure station and Ueno as the arrival station, and check whether the date of use, train, and ticket are included. If you only purchase a limited express ticket, the basic ticket is separate. How do I get to Mito Station?

Use airport stop 2 on the left outside the terminal. The expressway bus reaches the south side in about 40 minutes at JPY 1,500. The ordinary-road route reaches the north side in about 70–90 minutes at JPY 1,190. No reservation is required; choose the side for your hotel.

How do I change to JR at Ishioka Station?

Take the JPY 680 bus from airport stop 1 to Ishioka Station BRT terminal. Follow the east entrance, then stairs or a lift to the 2F JR gates and down to the platform. Ueno/Tsuchiura trains run one direction and Mito the opposite. Allow time for payment, tickets and the platform; the airport has no rail station.

Is there a direct airport bus to Tsukuba?

As checked on 5 October 2026, the Kanto Railway direct bus is suspended until further notice. Use the Ishioka bus, JR to Tsuchiura, then a city bus from west-side bay 3 to Tsukuba Centre. The adult total with a paper JR ticket is JPY 1,600. The last city bus is 21:00 weekdays or 20:30 weekends/public holidays.

Is there a direct airport bus to Tokyo?

Kanto Railway states that its Tokyo Station direct bus is suspended from 3 August 2026. Do not use old reservation pages as evidence of current service. Take the Ishioka bus and JR Joban Line to Ueno instead.

Do I need a limited-express train for Ueno?

No. The airport bus plus local train totals JPY 680 + 1,600 = 2,280. Tokiwa adds a JPY 1,020 advance limited-express ticket, making JPY 3,300. Its ordinary cars have all-reserved seating; a seat-unassigned ticket does not guarantee a seat.

Do I need to reserve the airport bus?

Current Mito and Ishioka services do not require reservations. Check the destination, departure and payment method, then queue. Boarding a full bus and waiting after a flight delay are not guaranteed. The suspended Tokyo/Tsukuba buses have no purchase links here.

What if I arrive late or miss the last connection?

Through 24 October 2026, the last airport bus to Ishioka is 21:00 → 21:33 and to Mito south side 21:05 → 21:45. Tsukuba city-bus connections finish earlier. Check the actual onward train/bus and hotel arrival time. If you miss it, enquire at the official taxi rank or compare lodging. Not every bus waits for delayed flights.
