Ibaraki Airport to Mito, Ishioka, Tsukuba and Tokyo
If you are staying near Mito Station or Ishioka Station, you can use the airport bus. To Tsukuba, transfer to the JR and city buses at Ishioka Station, and to Ueno in Tokyo, transfer to the JR Joban Line at Ishioka Station. Direct buses to Tsukuba and Tokyo are currently suspended. There is no railway station at the airport, so you will need to check the arrival time of the bus and the departure time of the next train.

Tokyo and Tsukuba direct buses are suspended
As of October 5, 2026, Kanto Railway's Tokyo service has been suspended since August 3, 2026. Its direct Tsukuba service is also suspended until further notice. The time required after boarding is separate from immigration, baggage collection, customs, and waiting for the bus. JR totals use the fares revised March 14, 2026, with paper tickets and ordinary-class travel. IC fares can differ by a few yen; Green Car travel costs extra.

Including transfers and waiting, it takes longer than the ride time shown in the table. From the time you get on the airport bus, if you allow 10 to 15 minutes to get off, ticket, and move to the platform at Ishioka, and 10 to 45 minutes to wait for the next train, you can expect about 2 hours 15 minutes to 3 hours 20 minutes for the Ueno local train route and about 1 hour 40 minutes to 2 hours 40 minutes for the Tokiwa route. For Tsukuba, plan on adding 30 to 90 minutes for transfers at two stations and waiting for trains and city buses, so about 1 hour 40 minutes to 3 hours.

From the arrivals hall to your bus
- Complete immigration, collect your bags and clear customs, then leave the terminal.
- Turn left for the bus stops: stop 1 serves Ishioka and stop 2 serves Mito. The official taxi stand is to the right.
- For Mito, check the arrival side of the station. Highway buses arrive at the south side; buses using local roads arrive at the north side. For Ishioka, look for 石岡駅 on the destination sign.
- The operating Mito and Ishioka routes do not require reservations. Have cash or a supported transit IC card with enough balance ready. Follow the driver's instructions for numbered tickets, card taps and payment when getting off.
- Load your suitcase as instructed, keep valuables with you and check that you have all your bags before leaving the bus.

Signs for stop 3 to Tokyo or stop 4 to Tsukuba do not mean those services are operating. Check the suspension notices rather than old booking pages.
Payment and bags depend on the operator
The Mito highway buses and Ishioka buses accept cash and supported transit IC cards, including Suica and PASMO. Ibaraki Transportation also lists bank-card contactless and QR payment for its Mito services; do not assume Kanto Railway services accept the same options. Ibaraki Transportation does not provide charging on the bus.
Kanto Railway's Mito highway service allows one suitcase-sized item per person in the luggage compartment. Keep valuables and fragile items with you. The Ishioka bus and city buses to Tsukuba may not have the same luggage storage, so ask the operator before traveling with several suitcases or oversized bags. Ibaraki Transportation asks passengers to keep power banks with them, not in the luggage compartment.

Mito Station: choose the arrival side for your hotel
Mito Station · 水戸駅 has separate south and north sides. The highway bus reaches the south side in about 40 minutes and costs ¥1,500 one way. It is a convenient option for hotels near the south exit, without a train transfer.
The local-road bus reaches the north side in about 70–90 minutes and costs ¥1,190. If you take the faster highway bus but your hotel is to the north, use the station's public passage to cross to the other side.
- At airport stop 2, check whether your bus arrives at the south or north side of Mito Station.
- Get off and collect your bags. South-side stop 4 and north-side stop 6 are for the return trip to the airport; do not assume your arriving bus uses those same stops.
- Match the station exit to your hotel's address, then walk or take a city bus or taxi. Check the remaining distance separately if your hotel is not close to the station.

Ishioka Station: walk from the bus terminal to JR
Ishioka Station · 石岡駅 is the rail connection for Tokyo and Tsukuba. The airport bus costs ¥680 and stops at the station's BRT bus terminal. A nonstop service takes about 30 minutes; buses with intermediate stops take about 33–37 minutes. The operator lists the nonstop trial service for May 1–November 30, 2026; check the timetable for your travel date.
- Get off, pay and collect your bags, then follow signs to JR Ishioka Station.
- Use the east-side entrance shown on the official station map. Take the stairs or elevator to the second-floor JR ticket gates, buy your ticket if needed and go down to the platform after passing the gates. - Take a Joban Line train toward Ueno or Tsuchiura for Tokyo or the Tsukuba connection. Trains toward Mito run in the opposite direction. Check the train's destination before boarding.
- If your hotel is near Ishioka Station, leave the station area on foot or by taxi instead of boarding a train.

Tsukuba: change at Ishioka and Tsuchiura
The route uses three separate places: Tsuchiura Station · 土浦駅, Tsukuba Center · つくばセンター and TX Tsukuba Station · つくば駅. With the direct airport bus suspended, take an airport bus, a JR train and a city bus to reach Tsukuba Center beside TX Tsukuba Station.
- Board the Ishioka bus at airport stop 1: ¥680, about 30–37 minutes.
- At Ishioka, take a regular JR Joban Line train toward Tsuchiura: ¥350 with a paper ticket, about 14–18 minutes.
- Leave the JR gates at Tsuchiura and go to west-side bus stop 3. Choose a city bus bound for, or stopping at, Tsukuba Center.
- Pay ¥570 and ride about 25–35 minutes to Tsukuba Center. Stops and ride times vary by service.
- Walk to a nearby hotel, or use a city bus, TX train or taxi for a more distant address. A hotel address in Tsukuba does not necessarily mean it is within walking distance of the station.
The total is ¥680 + ¥350 + ¥570 = ¥1,600. You must carry your bags through both transfers; waiting for the JR train and city bus is additional. The Tsukuba Express (TX) can take you onward from Tsukuba, but it does not serve Ibaraki Airport. TX Tsukuba Station and onward travel ↗

Tokyo: compare regular trains and Tokiwa to Ueno
Ueno Station · 上野駅 is the Tokyo destination used in this comparison. Take the airport bus to Ishioka, then a JR Joban Line train toward Ueno. There is no direct subway ride from the airport to central Tokyo.
- Take the Ishioka bus from airport stop 1 and get off at the BRT terminal.
- Walk to the JR gates and buy a ticket to Ueno. Regular trains do not need an additional limited express ticket.
- Check that your train goes to or through Ueno. Some terminate at Tsuchiura, where you must change to another Ueno-bound train.
- For Tokiwa, choose a service that stops at both Ishioka and Ueno, and buy the limited express ticket as well as the base fare. Not every Joban Line limited express service stops at Ishioka.
- At Ueno, choose the exit or onward train for your hotel's address. JR Ueno and Keisei Ueno are separate stations. Check onward connections if you are staying elsewhere in Tokyo.
What the total fare includes
The Ishioka–Ueno paper base-fare ticket costs ¥1,600. With the ¥680 airport bus, a regular-train journey totals ¥2,280. Add a ¥1,020 advance-purchase Tokiwa limited express ticket for a total of ¥3,300. These totals already include the bus.
A limited express ticket bought on board costs ¥1,280 for up to 100 km. It does not replace the base-fare ticket or supported IC fare needed to pass the JR gates.
Regular trains take about 85–100 minutes, with any wait at Tsuchiura added separately. Tokiwa takes about 50–60 minutes, depending on the service. The official October examples are Tokiwa 84, Ishioka 21:14 → Ueno 22:06 (52 minutes), and regular train 454M, 21:26 → 22:56 (90 minutes). These examples do not establish the timetable for every departure.
Tokiwa's ordinary cars have reserved seats only. A seat-not-specified ticket (座席未指定券) lets you use a vacant seat, but you must move if its reservation holder arrives. It does not guarantee a seat; reserve a specific train and seat if that matters to you.
A valid JR TOKYO Wide Pass covers the eligible JR sections from Ishioka to Ueno or Tsuchiura. Reserve an ordinary-class Tokiwa seat within the pass's conditions and validity period. The pass does not cover the airport bus, the city bus to Tsukuba or TX.

Last departures and a delayed flight
These airport-origin bus times apply through October 24, 2026. For October 25 onward, use the next timetable on the airport's official page. Allow time after landing for immigration, baggage collection, customs and walking to the stop.
- Mito: the last daily highway bus leaves the airport at 21:05 and reaches the south side at 21:45. The last local-road bus to the north side is 16:55 → 18:05 on weekdays, or 17:45 → 19:00 on weekends and public holidays. For a late arrival and a north-side hotel, plan the final trip from the south-side stop.
- Ishioka: the last daily bus is airport 21:00 → station 21:33. Traffic and operating changes can affect this arrival.
- Ueno: the official October timetable lists Ishioka 21:59 → Ueno 23:25 (458M) and the last regular train reaching Ueno without a transfer, 22:25 → 23:53 (460M). The earlier connection allows 26 minutes after a 21:33 bus arrival, but a delay, ticket purchase or elevator wait can still cause you to miss it. The 23:09 departure ends at Abiko, not Ueno. Check the last onward train or bus to your hotel too.
- Tsukuba: the last city bus from Tsuchiura west-side stop 3 is 21:00 → Tsukuba Center 21:27 on weekdays, or 20:30 → 20:57 on weekends and public holidays, under the April 1, 2026 timetable. The last airport bus reaches Ishioka at 21:33; the 21:59 train then reaches Tsuchiura at 22:13, after these buses have finished.
Allow more time for the Tsukuba connection
On weekdays, airport 19:40 → Ishioka 20:10 could connect to JR 20:16 → Tsuchiura 20:31 (448M), then the 21:00 bus. However, six minutes at Ishioka is a tight transfer and is not a dependable plan. The same train arrives too late for the weekend 20:30 bus.
An earlier example is the daily airport 18:20 → Ishioka 18:55 bus, followed by JR 19:48 → Tsuchiura 20:04 (646M). This allows 53 minutes at Ishioka and then 56 minutes before the weekday bus or 26 minutes before the weekend bus. Connections remain unguaranteed in a delay. Check the full timetable for your travel date and your hotel's check-in deadline.
The Mito bus timetable identifies connecting flights, and the airport notes that some listed buses may depart later depending on aircraft arrival. If the connection is no longer possible
Use the official taxi stand to the right outside the terminal. The airport's detailed guidance gives estimates from the airport to Mito Station of about 45 minutes and ¥11,000, or to Ishioka Station of about 30 minutes and ¥6,000. These are estimates, not flat fares. The page does not specify whether late-night surcharges or tolls are included; ask for the total before booking.
The listed companies are Ueda Taxi (0299-58-2014), Minori Taxi (0299-48-0230) and Kantetsu Hire (0299-24-2200). If no vehicle is waiting, call to check availability. A current official fare for a taxi to Tsukuba or Tokyo has not been confirmed. For a long trip, compare the quoted fare, tolls and late-night charges with a closer hotel.
For a reserved car, confirm the delay policy, booking deadline, cancellation terms and baggage capacity with the company. Tell your hotel about your delay and confirm its check-in deadline. Check the remaining walking distance from the station, or ask about a taxi if bags, stairs or the distance make walking difficult. An overnight stay at the airport or station is not guaranteed.

For a JR reservation, choose Ishioka as the departure station and Ueno as the arrival station. Check the date, train and whether the base fare is included. A limited express ticket alone does not cover the base fare. Read the selected ticket's collection, change, cancellation and delay conditions. A seat reservation does not automatically transfer to a later train.

Is there a direct bus to Tokyo?

Do I need a limited express train to reach Tokyo?

What if a delayed flight causes me to miss the last connection?
Through October 24, 2026, the last airport-to-Ishioka bus is 21:00 → 21:33 and the last Mito south-side bus is 21:05 → 21:45. The Tsukuba city-bus connection finishes earlier. Check onward trains and the final trip to your hotel. If the connection is no longer possible, ask about an official airport taxi or accommodation. Not every bus waits for delayed flights.
