Spend harbour-view and waterfront days in Kobe, castle-tower and Koko-en garden days in Himeji. Choose Arima for bathing or a hot-spring-town overnight.
A 2-day trip can focus on Kobe. For Kobe harbour and Himeji Castle together, base yourself in Sannomiya and give Himeji a full day. Arima is within Kobe City but is not a walkable harbour neighbourhood; give it a separate day.
Harbour views, hilltop gardens, castle or hot springs?
Choose Port Tower for harbour views from above, or Meriken Park/Harbourland for waterfront walks. Visit Nunobiki for ropeway and hilltop gardens. Combine Himeji Castle/Koko-en for interiors and Japanese gardens. In Arima, choose Kin no Yu bathing and return, or a town overnight.

Choose an Arima overnight to spend the evening in the hot-spring town without a long journey after bathing. Kin no Yu prices cover public-bath admission. Check ryokan accommodation, meals, bathing conditions and check-in separately with your chosen property.

Divide Meriken Park/Port Tower from Harbourland, allowing deck viewing and waterfront walks separately. Nunobiki uses a ropeway for hilltop gardens; Himeji uses JR west for castle/Koko-en. Arima needs Tanigami/Arimaguchi changes for public bathing or overnight accommodation. Do not fit all 4 into one short day.

Where should I eat after viewing?
For harbour days, check Harbourland business hours before choosing meals. After Himeji Castle, eat outside then visit Koko-en; castle tickets do not permit re-entry. At herb gardens, add ticket queues, walks and meals to ropeway ride time. For Arima overnights, check ryokan meal inclusion/times; for public-bath day trips, allow station returns after bathing/meals.

Distinguish City Loop passes from rail tickets
City Loop to harbour/herb gardens differs from JR, subway and Kobe Electric Railway. Compare 1-day 800-yen and consecutive 2-day 1,200-yen passes using actual rides/dates. Buses sell only paper 1-day passes. One 2-day pass cannot cover non-consecutive days such as 1 and 3. Both separate Kamomeria bus boardings count. The ordinary adult Arima one-way fare via Tanigami, 720 yen, already includes Sannomiya–Tanigami subway; do not add it again.
Allow hotel luggage collection before departure. Choose final sightseeing around the time needed afterwards to reach your departure station or airport.

Choose your return base for Osaka/Kyoto journeys
From Osaka/Kyoto to Kobe, choose actual departure station/destination in the tourism bureau's access search. Routes below start after Sannomiya arrival and exclude returns to Osaka/Kyoto hotels. For day trips, check sight-to-station access and returns separately. For Osaka/Kyoto days from Kobe, replace an existing day and check destination station–sight–station journeys and return to the same Sannomiya hotel first.
A night elsewhere changes Sannomiya/Arima/Himeji night allocations. Check luggage storage, next-hotel check-in and station walks. For a day trip elsewhere, reduce sights to fit return time.

Compare JR passes with ordinary tickets on actual dates
Himeji's ordinary JR return below costs 960 × 2 = 1,920 yen. Do not assume a pass is cheaper from this alone. WEST QR Mini covers eligible ordinary trains for 3 consecutive days; do not assume Himeji coverage. For Area, check chosen 1–4 consecutive days and official sections. Shinkansen is excluded and requires separate base-fare/limited-express tickets.
Wide lasts 5 consecutive days and covers Sanyo Shinkansen Shin-Osaka–Okayama. Shinkansen via Shin-Kobe differs from conventional JR via Sannomiya. Tokaido Shinkansen Kyoto–Shin-Osaka is excluded. For all 3 products, check foreign-government-issued passport/Temporary Visitor eligibility, actual sections and both outward/return dates within validity. Unlike Kin no Yu day visits, an overnight lets you spend the evening in town. Arrange ryokan meals/baths around your booking's inclusion/times. The 3-night route returns via Tanigami to Sannomiya tomorrow, visits Harbourland and stays in Kobe again.

Separate journeys from Shin-Kobe and Sannomiya
Shinkansen Shin-Kobe, JR Sannomiya and City Loop stops are different starting points. Distinguish arrival-station-to-hotel access from sightseeing boarding points first.

Sannomiya to harbour/herb gardens
Use southbound City Loop stop 13 for harbour or northbound stop 8 for herb gardens.
For Harbourland, change buses at Kamomeria. Check Sannomiya-bound return boarding points too.
JR Sannomiya to Himeji
Search Himeji-bound Special Rapid services and use Himeji's north exit for the castle.
Allow castle/garden viewing and station returns before choosing an Osaka/Kyoto-bound return.
Subway Sannomiya to Arima
At Tanigami, change to Kobe Electric Railway; at Arimaguchi, change for Arima Onsen.
Returns also use Arimaguchi/Tanigami. Leave generous change time and choose outward/return services.
