Without the garden, the TV Tower is the only main visit on day 2; compare itinerary A, which excludes the garden, for winter. Do I need a JR pass for an Otaru day trip?

The four-day itinerary with an Otaru day trip calculates return airport and Otaru non-reserved JR fares at JPY 4,060. Start with that ordinary-ticket cost if you have no other JR trips. Check regional pass validity and coverage separately; they do not replace Sapporo subway fares or attraction admission.
