Tourism association guidance gives about 15 minutes walking from Morioka Station. For buses, take anticlockwise Dendenmushi from stop 16 to the park, about six minutes riding. The association writes 盛岡城跡公園前; the operator writes 盛岡城跡公園. Allow stone-wall viewing separately.
