JR-WEST All Area Pass: 7-day coverage, exchange and seat reservations
Japan rail pass guide
The JR-WEST All Area Pass costs JPY 26,000 for adults or JPY 13,000 for children and covers specified western Japan routes for seven consecutive days. It includes the San’yō Shinkansen between Shin-Osaka and Hakata and the Hokuriku Shinkansen between Tsuruga and Jōetsumyōkō, plus eligible buses and the JR-West Miyajima Ferry. It is not the nationwide JAPAN RAIL PASS.
When does this pass suit your itinerary?
Compare it with narrower regional passes if your seven-day itinerary includes both Sanyo and Hokuriku. If you stay in one area, compare the tickets or regional passes for the routes you actually need first.
Who can use it?
Travellers who enter Japan with a passport issued by a government other than Japan and have Temporary Visitor status can use this pass. Eligibility is checked when the pass is collected, and the traveller must carry their passport while using it. One pass cannot be shared, and the same pass cannot be bought twice for the same validity period.
Prices and child fares
The official seven-day price is JPY 26,000 for adults aged 12 or over and JPY 13,000 for children aged 6–11. JR-WEST assesses age when the exchange order is issued or the pass is purchased. Check any agency's displayed currency and actual selected-option price separately before paying.
Travelling with young children
One pass holder may bring up to two children aged 1–5 without a child pass. A child pass is required for the third child and for any child who occupies their own reserved seat or travels alone. Children under one year old travel free.
Start date and the final day
The pass is valid from 00:00 on your chosen start date through 24:00 on the seventh consecutive day. If you are still on the same train after midnight on the final day, the fare portion remains valid until you leave the ticket gates and the train charge until you leave that train; this does not begin a new day of unlimited travel.
An exchange voucher is not a boarding ticket
The electronic voucher issued by an agency must be exchanged for the actual pass. You cannot board with the voucher alone. The activation and QR-gate procedure for WEST QR tickets does not apply.
Before buying an agency exchange order
Choose a seven-day JR-WEST All Area Pass exchange order, rather than a similarly named regional pass or bundle. JR-WEST says an agency E-TICKET issued outside Japan must be exchanged within three months of issue. Confirm the selected seller option, any earlier seller deadline and the exchange method before paying. The order itself cannot be used at a ticket gate.
Read the cancellation terms for the actual seller option, not just a product-page headline. Ask the issuing agency about an unused, unexchanged order. After exchange, the JR-WEST issued-pass rules apply at a designated ticket counter in Japan; the agency cannot refund that physical pass.
JR-WEST assesses child fares for ages 6–11 when the exchange order is issued or the pass is purchased. If a birthday falls between purchase and travel, confirm the correct option before paying. The official fare is in JPY; any seller's displayed price and payment currency are separate.
Covered railways and exclusions
The official map also shows the Noto Railway between Nanao · 七尾 and Wakura-Onsen · 和倉温泉, Kyoto Tango Railway and Chizu Express sections. IR Ishikawa Railway, Ainokaze Toyama Railway and Hapi-Line Fukui are covered only for specified through journeys; stopping en route or travelling outside those sections requires a separate fare. The Tōkaidō and Kyushu Shinkansen are excluded.
Covered buses and the Miyajima ferry
Eligible local West Japan JR Bus routes and designated Chugoku JR Bus routes within the map area are covered. West Japan JR Bus highway services are excluded, but the Japanese terms specifically include Chugoku JR Bus’s Super Hagi service. Do not apply one rule to all highway buses. The Miyajima ferry requires a separate visitor-tax payment.
Collection requirements by purchase method
Exchange an E-MCO at a designated location with your passport within three months of issue and no later than the travel date. For a direct official online purchase, bring the reservation number, your chosen four-digit identification number, the physical payment card and your passport. If your passport has no IC chip, collect at a staffed counter.
Reserved seats and additional accommodation charges
Ordinary Car reserved-seat use is unlimited, but reserve before boarding. If you exchanged an agency order or bought at a travel agency, make seat reservations at a JR ticket counter: JR West says those passes cannot use its reserved-seat ticket machines. For a directly purchased pass that supports machine reservations, use a counter from the seventh booking onward. Green Car, GranClass, sleeping accommodation and A-Seat require separate charges.
Advance online reservations for direct JR purchases
A pass bought directly through JR’s WEST-TR service allows reservations for up to six trains before collection. This facility does not apply to agency exchange orders. Before collection, the combined total of reservations, changes and cancellations is limited to 28 per booking.
If you miss a train or it is full
A train with reserved seats only has no unreserved car. If you miss your reserved train, reserve a seat on a later service. Standing is possible only where that specific service provides a standing-ticket arrangement; check the train’s conditions first.
Changes, cancellations and refunds
For an unexchanged E-MCO, contact the selling agency within one year of issue; its cancellation fees apply. After exchange, ask at an authorised counter about an unused pass: the agency-exchange-order refund fee is 10%, with a minimum of JPY 220, while a direct WEST-TR purchase has a JPY 560 fee per person. Direct purchases have separate deadlines, including those linked to the first reserved train’s departure. Refunds are not offered after use begins or for service cancellations and delays.
From purchase to boarding
Check your Temporary Visitor eligibility and seven consecutive travel days. Compare every planned section with the official map.
Check that you bought the JR-WEST All Area seven-day product. Agency voucher collection differs from collection of a direct WEST-TR purchase.
Bring the agency exchange order and every traveller’s passport to a designated location to collect the actual pass. A direct online purchase also requires the reservation number, four-digit identification number and payment card.
Reserve each required seat before boarding. Agency customers reserve after exchange; after six machine reservations, make further bookings at a counter.
Check route coverage and accommodation type, then board the car and seat you reserved. Do not board a train with reserved seats only without the required reservation.
Carry your passport while travelling. Buy separate tickets and charges for excluded sections or accommodation requiring additional payment.
If you cancel, check the refund counter and deadline for your purchase channel before starting use. The start date and pass type cannot be changed after collection.
Frequently asked questions
Is this the same as the nationwide Japan Rail Pass?
No. The JR-WEST All Area Pass is a regional product. The Tokaido and Kyushu Shinkansen are excluded.
Can I pass through a ticket gate with the electronic voucher?
No. The voucher is an exchange order. Collect the actual pass before boarding; the QR-boarding-ticket procedure does not apply.
Can I reserve seats before arriving in Japan if I buy through an agency?
An agency E-MCO cannot be used to reserve seats before exchange for the actual pass. That differs from the pre-collection booking facility for a direct WEST-TR purchase.
Can I use only six reserved seats?
Reserved-seat use itself is unlimited. Machine bookings are limited to six; make further reservations at a staffed counter.
Are Green Car seats included?
Green Car, GranClass and sleeping accommodation require separate charges. Ordinary Car reserved-seat coverage does not extend automatically to other accommodation.
Are refund fees the same for direct JR and agency purchases?
No. For an unused pass after collection, an agency exchange-order purchase has a 10% fee, with a minimum of JPY 220; a direct WEST-TR purchase has a JPY 560 fee. The refund locations and deadlines also differ by purchase channel.
