How should you split four nights in Niigata?

Stay four nights in Niigata for the shrine, aquarium, historic house and garden while keeping one accommodation base. For marine life and mine tunnels, split two nights each between Niigata and Ryotsu. Choose the villa date around construction and garden restrictions. On Sado, return by ferry the day after the mine visit.
